I believe the National Red Stamp was used for value much like the S & H Green Stamps. The cash value is 1 MIL, or 1/1000 of a U.S. Dollar. I found this among my grandparents collection of Green Stamps. These date back to the 1950s or 1960s. The wording on the stamp is NATIONAL RED STAMP GIFT SEAL COMPANY 1 MIL VALUE.

Earlier explanation is correct. I have 2 full books of Red Stamps that my parents filled by purchasing gas at a station in Canon City CO. That would have been between 1953-1955 as we moved from there in 1956. The National Gift Seal Company no longer exists.
