A species is usually considered threatened as it is becoming endangered, that is if it doesn't meet the requirments for endangered from the time of it's first study, or they might be considered endangered before a Listing is enacted or developed. As with the Humpback Whale, they were already considered endangered before the Endangered Species Act of 1973 was enacted.Some of the lists have different listings and levels for species. IUCN and CITES are both different from the Endangered Species List.
Most endangered species are endangered because we are killing them for there teeth, skin and bones or there habitat is being destroyed or there isn't enough food for them.

It depends on how at how much at risk it is for extinction. The International Union for Conservation of Nature (IUCN) has 7 categories for risk of extinction

  • Extinct (EX) - No known individuals remaining (already too late) Passenger pigeons, dodos, aurochs, and quaggas are example of animals that have gone extinct in the last few hundred years
  • Extinct in the wild (EW) - Known only to survive in captivity, or as a naturalized population outside its historic range (the California Condor reached this point but has since been gradually re-introduced into the wild)
  • Critically endangered (CR) - Extremely high risk of extinction in the wild
  • Endangered (EN) - High risk of extinction in the wild
  • Vulnerable (VU) - High risk of endangerment in the wild
  • Near threatened (NT) - Likely to become endangered in the near future
  • Least concern (LC) - Lowest risk; does not qualify for a higher risk category. Widespread and abundant taxa are included in this category.

There are also a couple of designations that make no assessment of risk

  • Data deficient (DD) - Not enough data to make an assessment of its risk of extinction
  • Not evaluated (NE) - Has not yet been evaluated against the criteria.
