∙ 11y agoThe "hot" wire and the neutral wire both carry current (the same amount, in fact) when a load is connected to complete the circuit. The ground wire never carries current except when a fault-to-ground situation occurs. Yes, neutral and ground wires should both be at ground potential, but NO they should not be connected at the outlet.

Most likely the ground (green) wire is mistakenly connected to hot instead of the hot wire (black) at the breaker panel! Possibly you meant the neutral wire not the ground wire, in that case most likely the neutral (white) wire is mistakenly connected to hot instead of the hot wire (black) at the breaker panel! In either case check all three wires in the breaker panel for that circuit to make sure they are all correctly connected! Black is hot, White is neutral, Green (or uninsulated in some cases) is ground.
There are tow places to put a Ground Fault Circuit Interrupter. There is a GFCI breaker which would be installed in a breaker box and a GFCI outlet that can be installed anywhere. Most GFCI outlets allow you to connect regular outlets to the GFCI and those outlets will also be protected.
On a 240 volt outlet, such as a dryer outlet: G is Ground, W is Neutral, X and Y are the two Hot legs.
Not correctly , It will show on a tester that it is grounded but you should run a separate ground for it to be properly grounded
Assuming the wiring to the outlet has 2 loads and one neutral, isolate one load from the outlet and use the neutral as the common. be sure to ground from the receptacle to your conduit or ground lead. You should also replace the corresponding breaker with a 120 volt single breaker.

Circuit breaker tripping, or non functioning outlet. The neutral and hot can be reversed, or an open ground, and you will have no symptoms. This can only be detected with a circuit tester you plug in to check the wiring.
No, it will just trip the breaker as you have a dead short.
I assume you mean you are wiring a 220 volt circuit. You will install a 220 volt double pole breaker of the correct size for the circuit. An example would be for an electric dryer that requires a 30 amp double pole breaker wired with 10/3 wire. You connect the Red & Black wires to the breaker. One on each screw. You now connect the White wire to the neutral bus bar in the service panel. Then connect the bare copper ground wire to the ground bus bar in the service panel. At the dryer outlet connect the black & red to the hot screws, white to the neutral, and ground to ground. They will be labeled on the back of the outlet.

Black & Red are hot, and White is neutral. If it has no place to connect neutral connect neutral to ground.
