There is a large number of materials that do not conduct electricity or are poor conductors of electricity. They are referred to as insulators and dielectrics Glass for example is an excellent insulator, thus the old glass insulators that used to be used on power poles to support high voltage power lines. Many hydrocarbon compounds (plastics, etc.) are good insulators. I recommend you look up dielectric's on the web for more information.
