That will depend on the type of coating used as there are many, some of which are trivial to remove whereas others cannot be removed without using means that irretrievably damage the circuit board itself.

However assuming you are referring to the common green varnish coating used on most commercial circuit boards, this can be removed with an ordinary paint stripper chemical that is effective on varnish and an acid brush. Just make sure to wash off the stripper residue with good quality circuit board cleaner (not water).
