The word hover-car implies use on public roads. This further implies that it will have :- * Good crash test performance * No adverse effect on other road users * low noise level * Good maneuverability * Good brakes The hover-car scores poorly on the first three points, though not quite badly enough to kill the idea. It scores badly on maneuverability; its turning circle is far too large to make it practicable on a road. It needs about 1/10th of an acre to turn easily, and a right turn into a side street or a driveway would be next to impossible. Finally, and fatally, it does not have good brakes. In fact it has no brakes at all. There is absolutely no way in which this would be allowed on a public highway. Small hovercraft do exist; they are used by enthusiasts on farms, airfields and lakes. Many of them are home made, some home designed. Large hovercraft are made for special purposes, notably high-speed car ferries on sheltered waters and assault craft for military purposes.

This boom is science fiction because it takes place way in the future. There are hovercars, clones and chips that go into people and animals brains making them do whatever they are told to do. Seems pretty science fiction-like.
You can however most forms of hovercars are not street legal nor probable. I am assuming that by hover car you mean a Hovercraft designed to support 2-4 people and travel over roads. Most "hover" vehicles are not street legal nor do they travel at a speed suitable for street travel. You make your own hovercraft or you can purchase a hovercraft from a variety of sources. However, let me reiterate there are no street-legal drive on the highway hovercrafts out there yet.
