Is the extra amount of fuel used large enough to be detectable? yes, but only after you have run the heat for a long time. The second additional load, is not universal. On some cars there is an electric heating element which is turned on when the heat is turned up to high. When this element is being run, it put a pretty big load on the alternator so when it is running there is definitely a drop in MPG for the car.
