But some cities in Texas charge personal property taxes on leased vehicles.

From Carrollton's website:

"I thought the law was changed several years ago to exempt personal use leased vehicles from property taxation. Motor vehicles leased for personal use after January 2, 2001 may be exempt from property taxes. Tax Code Section 11.252 defines these

vehicles as passenger cars or trucks with a shipping weight of less than 9,000 pounds. The law defines "personal use" as using the vehicle more than 50 percent of its mileage for activities that do not involve the production of income.

A city, however, may continue to tax personal leased vehicles, if the city adopted an ordinance to do so before January 1, 2002. The City of Carrollton did pass such an ordinance to continue to tax personal leased vehicles. In 2005, (the most recent year available) 75 cities chose to continue taxing all leased vehicles, both personal and business. A list of those cities can be found on the Comptroller's website. Search on key words "leased vehicles". "

Does depreciation reduce the personal property tax?

Depreciation can reduce the assessed value of personal property and thereby reduce the personal property tax, if the tax rate stays the same. Most states have a minimum rate in their depreciation tables where the depreciated value of the personal property will remain as long as you still own the property. Ask your local personal property assessor about depreciation tables as they also vary by type of personal property.

What is the difference between real property tax and personal property tax?

There are a few differences between real property tax and personal property tax. First, the term "real" usually involves homes, apartments, or land that a person may own. Personal property tax usually refers to personal luxury items such as jewelry. Additionally, vehicles are not considered "real" property. Real property is sort of land-based property. Another example would be a farmhouse or even a bridge.
