Horseplaying at school (or anywhere for that matter) can lead to more serious actions or consequences. As a middle school teacher I have broken up student fights that began as "just" horseplaying. If you Google "horseplaying in school" you will see many accounts of how horseplaying has lead to serious injury and even death. Some of the victims had absolutely nothing to do with the incident. A student trying to walk past others who are horseplaying is just as likely to be injured than those involved physically.
To those in the general public whose first thought is, "Well, where were the teachers? They should have stopped it before it got out of control.", let me explain what it is like during passing time in an average middle school. There are 200+ students all trying to get to their locker, the bathroom, the water fountain, and/or their next class all in matter of 3-4 minutes. There are 3-5 teachers in the hallway monitoring the students and shouting, "Slow down," "Be careful," 'Watch where you're going," "Hurry up, the bells about to ring," etc. We shout not because we are angry with the students, but because the volume of 200+ students can be deafening and to not shout is to not be heard.
As teachers, we can only enforce the rules, we cannot force the students to obey the rules. Ask anyone in the education profession their view on student safety and you'll learn that it's just as important to us as our students' education. A child cannot learn in an unsafe environment.

Yes, you should be allowed to smoke on school property. As long as your away from people who dont want to smell the wonderful smell of burning tobacco, you should be allowed. At my school, you are allowed to smoke in the parking lots which is a good idea. It keeps kids from sneaking around school smoking in places that maybe they shouldnt.

No pets take care and take away from learning. One year my 5th grade class adopted a cat that was found on campus and she ended up staying in our class for a week or two. It worked out somewhat but it still was a distraction.
