The state department of education. There has to be good reasons to close an entire school or classes. Districts often change classes around, combine classes, and schedule classes, but they do this with permission of the state. Every school has laws, curriculum and frameworks they have to meet. The state also tells school how many days of teaching are needed and how many minutes in a school day. An auditor is sent to the school to make sure this is done. Schools are not independent entities from the state.
