It was founded in 1890 as a result of the second Morrill Land Grant Act, which mandated that Southern US border states develop state colleges for black citizens. The college was officially approved by the Georgia General Assembly the following year, and was originally called the Georgia State Industrial College for Coloured Youths. It expanded to become Savannah State University in 1947. So it had no single founder, it was created by Georgia's General Assembly. Richard R.Wright Snr. was it's first President.
