The general tendency is that state universities have pretty much every major, but tend to focus on engineering and science (most of them originally had an agricultural and mechanical focus) and may be slightly weaker on the humanities.
This isn't always true, but usually X State University will have better science/engineering programs, and University of X will have better humanities programs.
There are some notable exceptions.... for example, the former University of Missouri - Rolla has a first-rate engineering program, much better than any of the regional Missouri State Universities (which is possibly one of the reasons it's been renamed to Missouri University of Science and Technology).
