If someone sees something happening in a company or a lot of companies that they know is wrong and they go and tell the authorities, it is often called whistle blowing. A company may be doing something illegal or a whole industry might have a secret ongoing corruption happening, that somebody will then expose. People are often wary of doing so in case they lose their job or other companies won't employ them, or people involved in that type of business will no longer trust them.
