Depending on where a person lives, they are not considered an adult until they are older than 16 years old. In other states the last age of minority is 17 years old, and in some countries outside the US (USA), a person is not an adult until they are 18 years old. So an adult learner is someone over 16 or 18 who did not complete --- or alternatively --- did not attend elementary school, and is now enrolled in classes which are at elementary level; or someone who did not complete --- or alternatively --- did not attend high school, and is now enrolled in classes which are at high school level, or its equivalency. It means the same thing as someone who did not complete school before ages sixteen (16) to eighteen (18), but has returned to school to take classes which will help them complete their education so that it reaches the equivalency of that for standard high school education.
