1) A resource that will be sourced from people, rather than a financial or material source.

2) Human Resources is the aggrandizement of the old title of Personnel Department in the work environment. "So and so from Personnel" doesn't sound so important as "So and so from Human Resources". However, this has backfired somewhat as, with the name being so long, (5 syllables), people shorten Human Resources to HR.

Can anyone say when the new-speak version entered common usage?
