Implicit means not actually stated. An implicit paragraph would be one where the author never actually writes out a formal topic or main idea sentence, but where he or she plainly gets the point across without every saying it. You can write implicit paragraphs only where the idea is so general or well known that almost everybody will get the idea just from reading, without it being stated in a separate sentence.
Some fables and folktales are good examples of implicit writing - they tell a story that, if you are familiar with the culture, clearly gives the reader a moral lesson without stating that lesson anywhere.
