A Letter of Intent (LOI) is similar to a contract. In schools, it is a part of the application requirement which states your purpose to be enrolled in the school.

Non-LOI schools are those that do not have a Memorandum of Understanding with the ACES (Army Continuing Education System) Program. Therefore, you will be required to pay out of pocket and be reimbursed (through your own funds, the Army College Fund, or the G.I. Bill) for courses that fit within your designated degree program.
