A bachelor's degree not conferred is the same thing as no degree. Some students may have completed all the requirements but lack the appropriate grade point average. Some students have completed all the requirements but still owe the college or university money. Still, the bottom line is that the degree has not been conferred, therefore the student does not have the degree.

A course is usually completed after you have taken the final exam. If you mean, "when have you completed ALL of your college coursework", this would entail completing your major (usually 30 credits or more), completing all distribution requirements (somewhere between 20 and 45 credits, usually, depending on the college), and completing enough elective coursework to finish with the 120 - 124 credits needed for a bachelor's degree.
Depends on the requirements of the company contract. One must look at the eligibilty requirements of the insurance policy. Does it say students must maintain a certain grade point average. Or does it state a student must be a full time student and no other requirements but maintain full time status.
No. The only way they would look over your application is if you have shown yourself to be a exceptional student with a very high IQ. You would have to have completed all the requirements for college and high school units needed for college entrance, maintained a high GPA, passed all the testing in the upper tiers, and done community service as well. Only, then would you be considered by any college that is a good college. By the way it is not free to apply to colleges and requires your school and teachers to write letters in your favor.
