Schools don't set the hours or time for the school day. The state sets this and does an audit every year of the schools. If school started later in the day it would have to get out later to meet the time set by the state. They count every minute of the school day. Then, there are the teacher and staff contracts as well as laws concerning lunch and break times for staff. So, time is set by many things in schools and a great deal is involved.
