No 3 year diploma in electronics and telecommunication or any other stream is not equivalent to any degree course. As some one can join 3 years diploma is after 10th standard, it is equivalent to intermediate having technical knowledge.

The main differences between the National Diploma(ND) and the 1st Diploma are that the 1st Diploma is Level 2 in IT Qualifications, acheiving Starred Distinction in this course will almost automatically get you a place on the next level, which is the ND Level 3. The 1st Diploma fully completed to a Merit/Distiction Level is equivalent to A* in ICT.
