It depends on how your club is run. At my school everyone was given a page to design for the yearbook, and then it was approved by the editors. So, in that case everyone was able to take pictures. We also encouraged our staff to take lots of candid photos because those really add to the yearbook. I'd talk to the yearbook advisor or the editors and they could give you a bit more information. However, if you express early on that you want to take pictures, I'm sure you will be given the opportunity to do so.
No, you can only bring approved materials into the testing area. A high school yearbook would be confiscated. If you were looking at one during the test, a proctor could think you are cheating and you test results could be canceled as a result.
