The doctorate would take approximately four years post bachelor's to complete. The actual length of time depends much on how long it takes a student to prepare and defend their dissertation, which is an individual student project advancing an original view point on a topic of the students choosing with extensive supporting research and approved by the designated committee.

I've never heard of pre-engineering....but a B.S is typically a 4 year degree. There are engineering technology, which is a subset of engineering that might be offered at a 2 year college.
Engineering take place in any manufacturing example automotive, industrial etc.. to develop any engineering based products we need to design the product to know reduce the cost and to know how the product works. without an design you can't make the product success.

What math at what level? Do you mean the final math courses to get your doctorate or from high school on?
Because in most cases where research is required, it takes the highest level of educational attainment which is the doctorate.
