You have to either be a witch or a warlock in order to fly a broom. Broom flying takes magic, which humans do not usually have (or have enough of). The best chance you have of riding a broomstick is by meeting a witch/warlock.

These methods are also used to commune with spirits on occasion as well.

There is a spider above the witch portrait in the dining room. go up there, click on it. Witch drops broom. Click it and you start to fly. DO NOT CLICK YOUR MOUSE TO FLY. JUST LET THE BROOM FOLLOW YOUR P0INTER.

In the third floor room (right), click the spider just under the floor. It will scare the painting of the witch, and you can use her broom to fly into the attic.
