Despite what college schools say about mattresses being a specific size, dorm room bedding is not something special. The cheapest places for dorm room bedding can be at local stores such as Walmart or Target. Twin bed size should suffice.
Cruises are not immune to having bed bugs. They are essentially floating hotel rooms. What you should do is inspect the room you are staying in before doing anything else. If you are in doubt leave the room and request another room far from your original room.
Bed Bugs cannot get INSIDE a water bed or else they would become dead bugs. However they can thrive in the cracks and spaces between the sheets and the bed and the bed and the frame. Not to mention throughout the room.
