The STAAR (State of Texas Assessments of Academic Readiness) Test is used in Texas, but there have been problems with it and some schools are no longer using it.
Because Star Tests are state tests that measures how much a student has learned in public school (Which is funded by the state). So if a Public school scored high, they get better and more funding, and if they scored less, they get less or their funding won't change. And private schools don't have to take the Star Tests because they get funding from their students, so they don't need the State's money.
Charter schools fit in between government run public schools and the private schools. Charter schools are permitted to take public money and have been freed from some of the regulations that apply to public schools.

Public schools are payed by the government, but since the government won't take good care all of these schools, because of overpopulation that Peru is suffering; it's really hard fot them to take care of all schools in the country. In the other hand, private schools are better, but of you want to go there, you will have to make monthly payments, depending on the school you want to go to. But yeah, those are good schools.
