Most Africans in the time of colonialism were not able to make purchases of expensive European goods for lack of money and need. Colonials were impoverished by European standards and their colonial masters intended to keep them that way. Poor subjects weren't asking for things like improvements in their colonial roads or hospitals or education. The colonials understood that suffering was part of the subject's life. To expect them to enjoy more would have upset the natural balance (as well as the profits) in the colonies. Colonialism was extremely racists. In the Congo, for instance, there wasn't even a punishment prescribed for Europeans for killing a native. So, poverty is part of your answer. The second part is that Africans simply did not have a need for European goods. Clothing, furniture, houses, transport, trains, bridges, etc, etc were all trappings of European lifestyles and they didn't fit into how an African lived. Their lifestyle flowed from a simple, natural existence until they came into contact with the Europeans. Unless they adopted Euro lifestyles, then houses, clothes, education and the rest were simply useless to them. To get a quick perspective, what would you do if someone offered you a NASA space shuttle and rocket for, say, two billion dollars? If you had the means, what would you do with it? The average colonial probably saw clothes and furniture in much the same light. So, lack of financial means and some clearly defined need meant most would never want or desire those goods. I hope this helps.

An actual buyer is someone who is committed to buying a product whereas a potential buyer is some who is interested in buying, but may not.
Different standards of living meant many European products weren't useful to Africans. A source of power to operate some products is lacking. And the cost of many products were beyond the ability of Africans to pay for them, much less having disposable cash for these products. kapm
