Countries join the European Union because they believe it will be beneficial for them in the future. They think it will bring about a stronger economy, improved foreign relations, etc. The EU also has free trade and free travel within its boundaries, which is another reason why countries join the EU.
People do not join the European Union. Countries do. It is an organisation of countries, not of people. As a result of countries joining, people are living in countries that are in the European Union and can be called its citizens.

Albania is not a member of the organisation known as the European Union. It is a European country, being part of the continent of Europe.

A country may not want to join the European Union because they seek neutrality, are doing fine on their own, or are displeased with the European Union (opposed of the idea or members or just displeased with the outcome [most important example is economic meltdown of the European Union]). EU has many laws that has to be adopted by the member countries. Member countries also may have to help other member countries in financial crisis. However, despite these reasons, almost all countries in Europe wish to join the European Union, either soon or in the near future.

The European Union is an organisation for countries in Europe, so the US could not join. There are over 50 countries in Europe, 28 of which are members of the European Union. There is no reason why the US would even want to join the European Union. It would make no sense for them to do so.
