I'm not an expert... This is more of a statement and not question: "Laissez faire et laissez passer, le monde va de lui mme!," Roughly translates as: "Let do and let pass, the world goes with him madam!" The common interpretation, what I understand it to be is this: "Let it be and let it pass, the world goes to him!" As far I know, one does not need mme (Madame) in the statement, there is no woman! Sounds like it was taken from a movie subtitle perhaps? I could be wrong.
