decentralization is a process of breaking up power and delegating that power to other units of subordinates. Here the people who have delegated this power will have to be trusted in decision making. However they will have to report to an authority above. So when you look in a football team the chairman will delegate some powers to the manager the manager will delegate some power to this captain and on the fields there will be other leaders on the field. However they will answer to the football chairman.
