maybe because not all the farmers in developing countries can benefit and be part of it... Im not sure, this is just a suggestion, however there are lots of logic reasons for which fair trade cannot be inclusive for all the farmers, one of this reason is because otherwise all the farmers would produce food to export and not to local consumption, worsening the food security and the balance of payment of poor countries (who would have to import food themselves).
