When people don't have much money they will not get their car's body repaired unless it is undrivable.
Another Answer -
I'm a trained auto body technician. Take it from me. If the insurance doesn't cover the full cost of the vehicles repairs- they most likely wont fix the problems due to low or no source of income. Also, when that happens the body shop starts to lose money. The bills don't stop because the work flow does. You are stuck with utilities (Electricity, Water, Gas) bills, maybe you're paying for some new equipment ? That's another bill. Rentals ? Leases ? Then all of a sudden you're forced to close or lower your prices just to keep your head above the water because no one can afford to fix their vehicle. It's an endless process.

1. What are the major factors that have affected U.S. household consumption since the recession in 2001?
I think recession helps Walmart and all stores that discount. The folks that used to shop at JC Penney and Kohls would shop at Walmart. In a recession, consumers have less money to spend.. and Walmart historically undercuts the competition in terms of price.
