without education there would't have been economics.The scholars were experimentation.Passed on to us a part of a curriculum that we take in our universities.Now,a poorly educated citizenry will be limited to a certain type of jobs with only a certain type of pay scale.It would be different to advance technologically if the uneducated masses does not understand what is going on.Aside from which an ill educated population is prone to outside exploitation.So most of your country's wealth and resources are being enjoyed by explorers exploiters and intelligent beings.

The economy of a place affects how much $ they have and how much they need to take/borrow. If economy is low, then less education can supported. This is especially true for public related education.
