As we go inside the Earth, the temperature increases, but so does the confining pressure. As the pressure increases, the melting point of the materials increases as they become harder and denser. The outer core is liquid due to the fact the melting point hasnt increased above its temperature. At the boundary of outer and inner core, the pressure becomes high enough to raise the melting point of the materials above their temperature. So it is solid

In the inner core the pressure is nearly 330-360 giga pascal and temperature is nearly 5900K. at these pressure the melting point of iron increases upto an extent that it can be in solid state even at that high temperatures. Hence, the inner core of earth is in solid state.
