Kaua`i: In the center of the island is Kawaikini Peak, rising 5,170 feet and Mount Waialeale, rising 5,080 feet. Mount Waialeale is the rainiest spot on earth, averaging 460 inches of rain a year, and contributing to this island's nickname; the Garden Island.
Though Mt. Waialeale is believed to have maximum rain, it rains maximum in Mawsynram, Meghalaya, India. Since, it does not have a meteorological department, Cherrapunji is reported as wettest place on the Earth, with a whopping average of 1270 centimeters, or 496 inches of rain (over 41 feet).
The region that typically receives the most rainfall is the Cherrapunji region in Meghalaya, India. This area is known for its heavy monsoon rains, receiving an average of over 450 inches (11,430 mm) of rainfall per year.
"Southern part of the US" covers both the humid and swampy South that gets a couple of hurricanes a year, and the desert "Southwest".
There's a joke told about the Southwest; a rancher in west Texas was talking about rain. The rancher said "You remember the story in The Bible about the Flood, where it rained for forty days and forty nights? Yeah, we got about 3 inches out of that."
The northern US has its own areas of heavy rain in the northeast and the "grain belt" of the midwest, and the desert Badlands of the Dakotas, and the wet areas of Washington and Oregon.
I don't think that there's a whole lot of difference between "north" and "south".

The rainforest biome typically receives the most amount of rainfall, with some regions experiencing over 100 inches per year.
The average amount of rainfall in the Camargue region is around 600-800 millimeters per year. The precipitation is relatively evenly distributed throughout the year, with slightly higher amounts during the winter months.
Cyclonic rainfall in the taiga region is caused by cyclones that form due to the temperature difference between the polar and tropical regions. As the cyclone moves over the taiga region, it brings moist air and condenses into rainfall due to the cooler temperatures. This results in cyclonic rainfall in the taiga region.
The region that receives the greatest average annual rainfall is the Cherrapunji region in India. It holds the world record for the highest annual rainfall.
Mt Waialeale in Hawaii Hawaii. It gets 460 inches of rainfall a year.

It depends on the region, how much rainfall the region gets, and other factors. For example, a place in Death Valley probably wouldn't flood often. But a place that gets a lot of rainfall and is close to a river would flood more often.
It is because the south west monsoons which bring 80 percent of rainfall every year touches the western coast of India first and by the time it moves into the interiors and east, the moisture and rainfall gets reduced. So, the western region is wetter than eastern region.

The rainforest biome typically receives the most amount of rainfall, with some regions experiencing over 100 inches per year.
The region of Texas that typically receives the most rainfall is the eastern part of the state, known as the Texas Gulf Coast. Cities like Houston and Beaumont experience higher average rainfall compared to other parts of Texas.
The country that receives the most amount of rainfall is Colombia, specifically the ChocΓ³ region, which experiences heavy rainfall throughout the year due to its proximity to the equator and its mountainous terrain.
The amount of rainfall each region gets has an impact on what vegetation,or plant life, exists there.
