I suppose Chalk is one of the most effective.
It reacts easily with acid, neutralizing it.
It is readily available, and it is cheap, in other words very costeffective.
It is not a dangerous compound and don't make poison in the process of neutralizing acid rain.
Other minerals might be more effective (out of my knowledge) but will not be as readily available and cheap as chalk is.

It is effective in that it is a natural mineral salt and therefore does not have the harsh chemicals found in other deoderants. Mostly the effectiveness would depend on the person using it. Howard Stern is promoting it, that may or may not be very effective.
