It depends on the population of WHAT! Any population increase is negative in the sense that it puts additional burdens on the earth's resources which are finite. Any increase in the population of pests is positive for the pest, and probably for animals that prey on them. But it is negative for us and anything that they prey on. On the other hand an increase in the population of endangered species may be a positive thing.
