Because the atomic number is a count of how many positively charged Protons are in the nucleus of the element (which is balanced by the negatively charged Electrons orbiting the nucleus). It is the Electrons that are involved in chemical reaction and therefore determine the properties of an element and thus atomic number delivers a rational means of ordering and grouping the elements.
