The formula is wind chill index Twc = 13.12 + 0.6215Ta - 11.37V0.16 + 0.3965TaV0.16. Where Ta is the temperature in celsius and V is the wind speed in km/h. Twc differs from Ta only if V is greater than 4.8.

Having been in Anchorage AK ('65-'67 and felt it 50 below zero with a 25 knot wind it was the same as 75 below with no knot wind,capish?)I remember that (for example). if the temp. is 18 (above zero) degrees Fahrenheit with an 18 knot wind then the chill factor degrees is zero degrees Fahrenheit. I.E. 1 degree minus for each knot of wind,capish?
