As the teabag is in the process of combustion, the air gains more kinetic energy from the heat. The air particles which are now hotter and vibrating faster rise above the cool air, this is known as the convection current. The ash of the teabag is just light for the rising warm air to lift. This is similar to a hot air balloon.
