I am assuming that if the surgery was major that the dog would have already done a bit of recovery at the Vets. Your dog should be able to drink water once you get it home. Just start out with a small amount to make sure that the dog is keeping it down. If the dog is really thirsty, offer it a bit of water every 20-30 minutes or so. Most vets would make sure that the dog has recovered enough before they send the dog home, so you should be fine.
If you won't drink the water, you shouldn't let your dog drink it. It could be unhealthy water or poisned water. How will you know! Make sure you give your dog purrified water and no other liquid.
