Actually...that's not entirely true. The slaves wouldn't be the ones taking over. The biggest fear of the slave power was that the aristocracy of the southern plantation owners would slowly take over the democracy that had been developed in the North. Slavery was only part of the issue because the South was trying to spread its influence through the practice.

He believed more proactive measures were needed to stop the advance of slavery.
The Fugitive Slave Act gave states the authority to issue a warrant of removal for any black person they thought was an escaped slave. It made it a crime to help a runaway slave. In addition, slave hunters made a good side living abducting free black people, accusing them of being slaves and taking them south to be sold into slavery.
