This is more complex than it seems at surface value. What it means, is that in order to recognise that you are learning something, you must first understand yourself.

While its true the saying "When the student is ready, the teacher appears" does have that exoteric meaning, the esoteric meaning is that as we mature (ie, become ready) we see things differently. The most mundane example is if you pick up a book you haven't read in a few years, chances are good you will encounter at least one part that makes you go "I never noticed that before".
The teachers are all around us, sometimes they themselves are not aware of it. The question is, are you able and willing to take to the time to notice?
However, as directly pertains to this question: Consider doing a search for covens or other magic groups in your area, go to metaphysical shops and see if any have put up fliers. There are groups all over the place and many more than willing to act as mentors. But be careful: As much as we'd like to think that teachers will always look out for us and teach us properly, many get into it solely for ego gratification or the chance to be "superior" to someone and may abuse the situation.

Yes, there are scholarships for wiccan students. If you do a google search, you are sure to find lists, such as on about.com. There aren't very many, but they are out there.

It is considered very inappropriate for one Wiccan to publish information about another practitioner or coven. But you may be able to find information at a local Unitarian Universalist Church, which often have connections with the Wiccan community.
Keep on studying and searching it and find out more before you want to become wiccan and think about it because you may not enjoy it think to yourself "do i really want to do this " just think about it for a week and then diecide because it is really tough being a wiccan
