Not to be offensive, but for example, if a country like Tuvalu destroyed a country like Vanuatu, it is most likely that this would be the least worst scenario possible. Although it is highly likely that a war would break out, possibly solely between Pacific Island nations or larger countries, such as the US, UK, or France could possibly get pulled in.
The reason a war is only highly likely and not for certain is because it depends on how well the world deals with the situation. If a country completed destroyed another, the UN would definitely get involved and depending on whether or not it is handled well, a war could break out or a war couldn't.
However, if, for example, North Korea destroyed South Korea, this would have catastrophic responses. It would most likely set off WWIII and the US, UK, China, Japan, France, etc. would definitely get involved. Russia, Germany, India, Australia, Canada, etc. might also get involved, thus creating WWIII.
