Well fire alarm systems need to be inspected by licensed and certified alarm service companies, they need to have NFPA certification. This is due to the legalities of a fire alarm system and coverage granted by the insurance companies for building insurance. This isn't something John Q building owner can do to save a few bucks, it needs to be done once a year and it must be done by a certified alarm company. Without and inspection the insurance company can void your building insurance any time they like (you don't want to have to file a claim and find out they are not going to cover your claim).
