Yes, but it is a rare occurrence and often a sign of acute gastric distention. Because it's so rare it is considered "impossible" by the general public. Most often regurgitation, a much less forceful and more gentler process of bringing up food from the stomach/foregut, occurs in cattle many times a day on a daily basis, and is a means for cattle to rechew and add saliva to the food they previously swallowed whole.

Acute gastric distention would be the only reason a bovine will vomit. Otherwise, it is quite a rare occurrence: cattle much more commonly regurgitate (a much gentler and less violent/forceful process) food as a means to break it down further and add more saliva to it after previously swallowing that feedstuff whole.

Cows are ruminants, in other words, have a stomach that uses the process of fermentation and anaerobic micorflora to digest their food. The byproducts of digestion include carbon dioxide, methane and other gases and they must be expelled through the esophageal tract in order to maintain healthy digestion. If these gases cannot be expelled, the animal will bloat, eventually killing it.

They poop for the same reason that we poop and all other animals poop. They have to get rid of the waste products of their digestion.
