According to the Bluenotes website the sizes of jeans vary between men and women. Women's denim jeans range from a waist size of 24 to 30 inches and a leg length of 30 to 34 inches. The line of men's jeans range from a 28 to 38 inch waist and 30 to 34 inch inseam.
In the UK a size 10 dress or skirt has a 28 inch waist and sizes go up in increments of 2". Size 12 would therefore have a 30" waist, size 14, a 32" inch waist, size 16, a 34" waist, size 18, a 36" waist and so on. For a waist 33" you would either have to settle for a size 14, with a 32 inch waist, or go one larger and get a size 16, which would have a 34" waist.

in hollister a size 11 means you have a 30-30.5 waist and in american eagle size 10 is for 30 inch waist (so if you want a tight for go for 10) and a size 12 in american eagle means you have a 33 inch waist (if you want a looser fit go for 12)
It depends on the measurment of your hips/waist because mens pants/clothes depends on the waist size
Typically a 28 inch waist would be a 28/30, it will need to be shorter or longer based on his height. The generic size would be a large in boys or a small in young adult/men
