From what i gather in the news lately

melamine can be added to milk products including powder, liquid and candy forms to cheat the product assessment process into increasing the protein content.

However melamine was added to these products knowing harmful results such as renal failure and kidney stones would be inevitable especially in the young infants who are most vulnerable to such toxins.
