I think that there's considerable variation between brands, but in general a 26-inch waist (depending on LOTS of other factors, such as where the waistband sits, your hip measurement, body composition, thigh circumference, etc.) would fit best in a US standard size 4 or 6P (size 6 petite). Since a lot of clothing manufacturers, in women's sizes, tend move by odd rather than even-number measurements (in Level 99 jeans, for example, 23 = 0, 25 = 2, 27 = 4, 29 = 6/8, etc.) you might occasionally be able to/have to drop down to a 2, especially if your hips are narrower, I imagine.
26 inch waist is equal to 66.04 cm.
Based on US sizes, a 26 inch waist would be about a size 4.

The size of shorts that would fit a boy's 26 inch waist varies slightly with brand. On average this boy's size would be 9/10.

She was 5'10"
That is not small at all. A 46 inch waist is not petit. Now the jeans vary on your figure. Consider the size hips you have.
You need to be more specific.. Where is the dress from? Is it a US size 26 or an Australian 26 etc Im Australian, so with the research that I just did on the internet a dress size 26 is on average a waist size of about 45" (inches) Which is considered to be a plus size, if you're not talking plus sizes please let us know. The inch size for a dress size 26 varied from site to site but on average it was between a 44" to a 47" I guess it depends on the dress itself. Hope I was of some help =)
Her waist size is about 26 inches!

There is no set waist size for a size 2. Or any women's sizes for that matter. The number is arbitrary and differs from brand to brand. A women's size 2 can vary from a 25 inch waist to a 35 inch waist going from brand to brand, there has never been any regulation within the fashion industry that says "a size two has to have these dimensions" and so forth, although it has been suggested many times. Even designer brands which label their jeans in waist sizes, like 26 or 27, do not match up their "sizes" with the actual measurements of their jeans. I have a pair of size 26 Seven jeans which are not actually 26 inches around the waist.
