its all upto your own choice....... but i think if you have good body like Russel Arnold or Tom Cruise then you should shave your chest or if your skinny person than hair on chest might hide your slimness!!!!!! but still its your own choice

Yes it is normal to be skinny as a teen. But sometimes , and especially the age 13 for a girl, it is normal to start developing fat deposits around your hips, thighs, and chest area. I know they are not very subtle to you but they are for the rest of us. You will grow into them in the grand plan and be who you are supposed to be.
