Although sugar cane mulch has been fed to horse in less developed tropical areas it is not really a suitable feed for equines. It is hard for them to chew and digest and contains high amounts of sugar which is not good for a horses digestive system. There are other alternatives to sugar cane mulch that would be more suitable such as straw ( not pine straw).

Is mulch alive?

Mulch itself is not alive, however within a few weeks or days there is a lot of life working with mulch to break it down. There are different bacteria and fungi that break it down into humus (not the kind you eat) and other nutrients. This is why you have to continue to apply mulch and also why aged mulch is good to plant in.

Do cows eat sugarcane?

Sugarcane is a grass, so there's no reason why they wouldn't. Humans only use the stem part of the sugarcane plant, so the leaves of this tall grass would be fed to cattle as a sugarcane by-product, as well as what's left over of the stems.
